We are currently looking for a Procurement & Supply Chain Manager for Doha, Qatar.
Mission:
Reporting to the General Manager, the Procurement Manager leads the procurement activities of Saur Qatar, ensuring the timely, cost-effective and compliant sourcing, purchasing and delivery of goods, services, equipment, spare parts and subcontracted services required for operations.
The role works closely with Operations, Technical teams, HQ Group Procurement, and Finance, to support business continuity, budget control and operational performance. The position manages supplier relationships, deploys applicable Group contracts where relevant, and contributes to cost optimization and measurable savings.
Responsibilities:
Strategy, Governance & Planning
• Define and implement procurement and supply chain policies, procedures, controls and annual priorities aligned with Saur Qatar requirements and Group Procurement guidance.
• Develop category and sourcing strategies based on business criticality, demand forecasts, supply-market conditions, total cost and risk exposure.
• Prepare procurement plans and dashboards covering pipeline, commitments, savings, supplier performance, inventory, delivery risk and key actions.
• Ensure compliance with delegated authorities, ethical standards, contractual obligations, company procedures and applicable requirements.
Sourcing, Tendering & Contracting
• Lead needs analysis, market engagement, RFQ/RFP processes, bid evaluation, clarification, negotiation, recommendation and award.
• Challenge specifications constructively and secure fit-for-purpose solutions balancing quality, service, timing, risk and total cost.
• Negotiate price, payment terms, delivery conditions, warranties, service levels, liabilities, remedies and commercial protections.
• Deploy applicable Group contracts, framework agreements and preferred suppliers while developing suitable local and regional alternatives.
• Maintain complete, auditable sourcing and approval records and ensure contracts and purchase orders reflect approved terms.
Supplier & Contract Performance
• Identify, prequalify and manage local, regional and international suppliers, manufacturers, service providers and subcontractors.
• Establish supplier qualification, onboarding, segmentation, evaluation and development processes.
• Monitor quality, cost, delivery, responsiveness, HSE, ethics and compliance, and lead corrective or improvement actions.
• Manage contractual and commercial follow-up, including changes, claims, renewals, close-out and lessons learned.
Purchasing & Procure-to-Pay
• Oversee requisition review, quotation management, purchase-order placement, acknowledgement, expediting, receiving coordination, invoice matching and payment follow-up.
• Ensure purchasing transactions are accurate, timely, appropriately approved and supported by complete documentation.
• Coordinate with Finance to resolve pricing, receipt, invoice, tax, retention and payment discrepancies without disrupting supply.
Logistics, Warehousing & Inventory
• Oversee inbound transportation, freight forwarding, customs clearance and local/international delivery coordination.
• Ensure effective expediting of critical equipment, spare parts and materials and maintain visibility of shipping and delivery status.
• Lead receiving, inspection coordination, storage, preservation, issue control, cycle counts and obsolescence management.
• Improve stock availability while controlling excess, slow-moving and obsolete inventory through min/max levels, reorder points and demand planning.
Risk, Continuity & Value Delivery
• Identify procurement, supplier, logistics, inventory and single-source risks and implement mitigation and contingency plans.
• Support continuity through critical-spares planning, alternate sourcing, supplier-capacity assessment and delivery recovery actions.
• Deliver and report measurable savings, cost avoidance, working-capital improvements and process efficiencies using agreed baselines.
• Drive continuous improvement, digitalization, data quality and standardized ways of working.
Leadership & Stakeholder Management
• Lead, coach and develop procurement, purchasing, logistics and warehouse personnel within the approved organization structure.
• Clarify roles, priorities, service expectations and performance standards, promoting accountability and customer focus.
• Build effective relationships with stakeholders, Group Procurement and external partners and represent the function in management reviews.
Minimum Qualifications
Bachelor’s or master’s degree in procurement and supply chain Management.
· Professional certification in procurement, supply chain or logistics would be an advantage.
Minimum Experience
Minimum 10 years of experience in procurement, supply chain, logistics or contract management, including at least 5 years in a management role.
· Experience in utilities, water, infrastructure, industrial services, construction or operations-driven environments.
· Proven experience in sourcing, tendering, negotiation, supplier management, framework agreements and logistics coordination.
· Experience in Qatar/GCC and in an international procurement environment would be an advantage.
Job-Specific Skills
Strong sourcing, negotiation, supplier management, contract follow-up and procurement governance skills.
Strong financial awareness, including budget control, cost optimization, savings tracking and total cost analysis.
Good command of ERP/procurement systems and Microsoft Office tools.
Full ability to work in English.
Arabic and/or French would be an advantage.
Ability to
Structure and manage procurement activities in an operational environment.
Translate business needs into efficient sourcing and supply solutions while balancing urgency, governance and compliance.
Build strong relationships with stakeholders and suppliers.
Anticipate risks and support business continuity.
